Astypalaia was a colony of Epidauros: see Syll_357.   Dittenberger suggested that the two inscriptions 357 & 358 might be connected, but this is far from certain.

The city of the Epidaurians has crowned Kleombrotos of Astypalaia, the son of Pheres, with a portrait and with citizenship for himself and his descendants, on account of his generosity and his goodwill towards the city of the Epidaurians.
